Primary Health Care

Primary health care on an outpatient basis and in day hospital conditions (in planned and emergency forms):

  • primary medical care is provided by medical assistants, midwives and other medical personnel with higher medical education;
  • primary health care is provided by general practitioners, pediatricians, local pediatricians and family doctors;
  • primary specialized medical care is provided by medical specialists, including specialists from medical organizations that provide high-tech, medical care.
  • specialized medical care in inpatient and day hospital conditions by special doctors (in planned and emergency forms).
  • specialized medical care is provided by medical specialists, including specialists from medical organizations that provide high-tech, medical care.
  • ambulance, including emergency, medical assistance in emergency service (outside the medical organization, as well as in outpatient and inpatient conditions for diseases, accidents, injuries, poisonings and other conditions requiring urgent medical intervention).
  • an ambulance, including medical care provided by medical specialists.
  • palliative care in outpatient and inpatient conditions (in an emergency, and elective forms).
  • palliative care is provided by health care workers who have been trained to provide such medical assistance. It is a complex of medical interventions aimed at relieving pain and alleviating other severe manifestations of the disease in order to improve the quality of life of terminally ill patients.

Primary Health Care

A citizen has the right to receive free medical care by type, form and conditions of its provision in accordance with the Program of state guarantees of free medical care to citizens for 2018 and the planned period of 2019 and 2020 free of charge for the following diseases and conditions:

  • infectious and parasitic diseases;
  • neoplasms;
  • endocrine system diseases;
  • eating and metabolic disorders;
  • nervous system diseases;
  • diseases of the blood, blood-forming organs;
  • individual disorders involving the immune mechanism;
  • diseases of the eye and its adnexa;
  • diseases of the ear and mastoid process;
  • circulatory system diseases;
  • respiratory diseases;
  • diseases of the digestive system, including diseases of the oral cavity, salivary glands and jaws (with the exception of dental prosthetics);
  • diseases of the genitourinary system;
  • diseases of the skin and subcutaneous tissue;
  • diseases of the musculoskeletal system and connective tissue;
  • injuries, poisoning and some other consequences of external causes;
  • congenital anomalies (malformations);
  • deformation and chromosomal abnormalities;
  • pregnancy, childbirth, the postpartum period and abortion;
  • certain conditions occurring in children during the perinatal period;
  • mental and behavioral disorders;
  • symptoms, signs and deviations from the norm, not related to diseases and conditions.
